Why new folder is only created in new page of Apps screen in Galaxy S5?

Your device is not faulty, it is how folders are added in the apps area of Samsung Galaxy S5 (SM-G900H). You cannot add folders or move folders to a page with apps already present. Folders can only be rearranged in Folder page it was added to.
Similarly, if you try to add or move folders to the apps page an error popup will be displayed in Samsung Galaxy S5 :
