Why can Previously Unremovable Notifications Be Cleared in One UI 7?

In One UI 7, notifications for ongoing events (such as voice recordings) that previously could not be cleared using the Clear button are now removed when the Clear button is pressed.
It’s important to note that the functionality of these ongoing events has not been turned off—only the notifications are eliminated.
Examples of ongoing event notifications:
- Voice recording
- Timer
- Stopwatch
- Workout notifications in Samsung Health
